Blacktown City Council commissioned Devcon to construct their 49 lot Torrens Title residential subdivision, including public utility servicing water, sewer, electricity and NBN.

The scope included removal of contaminated material in accordance with the Remediation Action Plan. Excavation required stockpiling of  of asbestos and other contaminated material, prior to testing and progressive removal of 1,800m3 from site.

The remaining 1,000m3 of contaminated material was buried at depth on site to ensure non disturbance in future excavations.

Remediation works took more than 24 weeks to complete, including the industry wide 6 week shutdown due to Covid-19. Devcon also experienced abnormal rainfall between September and April 22, which impeded the construction progress. Despite these unforeseen complications the project was successfully completed and offers great value to the local community.

Construction included roads, drainage, kerb and guttering, standstone blockwork wall, traffic control infrastructure, fencing, detention basin, guard rails and landscaping.

Aside from the general environmental control regulations put in place on all projects connecting to stormwater and waterways we had an onsite ecologist during the dewatering of the existing dam to ensure the care of local fauna. Our team also installed a frog fence to support the Green and Golden Bell Frog during the construction works.
